Nope! It's not the slowed down version of the song that we always hear on the internet. It's the original version of the song from the Swedish band Caramell.
Caramelldansen is the first track of Caramell's album 'Supergott' which was released back in November 2001. It became super popular through 4chan (a website famous for creating dozens of internet memes) in 2006. The popularity of Caramelldansen started with anime characters Mai and Mii (Popotan) doing hip swinging dance with their hands over their heads. The version we always hear is the speed up version of the original Caramelldansen which is popularly called 'Caramelldansen SpeedyCake Remix'.(wikipedia)
